安全系数的选择需考虑材料性能的变异性、载荷情况、潜在的失效类型、分析方法中的不确定性、结构未来的劣化、结构的重要性以及对生命和财产的风险。

传统的容许应力法将所有不确定性归入单一的安全系数,而另一种称为荷载与抗力系数设计法的方法则区分了与结构及其荷载相关的不确定性,并区分了活荷载与恒荷载。
