首先，将水加入水泥中，制备成所需稠度的浆体，然后将其填入模具中。

然后以规则的时间间隔将直径为0.04英寸的针插入水泥浆体中，直至其穿透至模具底部以下规定的距离。从加水开始到该时刻所经历的时间即为水泥的初凝时间。 

随后，在特定时间间隔内，将带有环形附件的针状物插入水泥净浆中，直至该附件无法在浆体表面留下痕迹。从加水开始至该时刻所经历的时间即为水泥的终凝时间。

最后，根据美国标准，波特兰水泥的初凝时间不应少于60分钟，终凝时间不得超过10小时。
