外部性是经济活动所带来的意外副作用，这会对未直接参与市场交易的第三方造成影响。它们能够产生积极的或消极的影响，并通过各种方式对社会和环境产生影响。

正外部性

当市场活动能够为他人带来利益而受益者无需为此付费时，就会产生正外部性。其中包括：

1. 教育：当个人接受教育时，社会能够从更有知识和生产力的劳动力中受益，从而使其能够带来更大的经济增长。
2. 疫苗接种：对个人进行免疫能够减少疾病的传播，从而通过促进更好的公共卫生使得整个社区受益。
3. 公共公园：维护良好的公园为休闲娱乐提供了空间，这不仅提高了附近居民的生活质量，还增强了社区福祉。

负外部性

当一项活动会对其他人施加成本，而这些人却没有得到他们失去的利益或恢复成本的补偿时，就会发生负外部性。其中的例子包括：

1. 空气污染：工厂向空气中排放污染物，这会使得居住在附近的居民出现健康问题，同时导致环境恶化。
2. 噪音污染：建筑工地产生的噪音扰乱了附近居民的日常生活，影响了他们的健康和舒适度。
3. 水污染：排入河流的工业废物污染了水源、危害了水生生物并对依赖这些水源的社区带来了健康风险。

外部性是影响不直接参与其中的第三方的经济活动的结果。这些影响可以是积极的，也可以是消极的。

当经济活动为第三方带来利益时，就会出现正外部性。

一个例子是养蜂。当养蜂人维护蜂巢时，蜜蜂会为周围的农作物授粉。这使附近的农民受益，他们可以在不付出任何成本或努力的情况下获得更高的作物产量。

然而，养蜂人并没有因为产生这些好处而获得经济补偿，即使他们的养蜂活动对农业生产力产生了重大的积极影响。

另一方面，当经济活动对不相关的第三方施加成本时，就会发生负外部性。

一个常见的例子是污染。工厂可能会将污染物作为其生产过程的副产品排放到空气中，从而损害附近与工厂没有直接关系的人们的健康。

工厂不承担较高污染水平及其对健康影响的全部成本。
