Transferable Permits

Transferable permits are legally recognized allowances that authorize a specified activity and can be bought or sold among participants, making them an important market-based instrument in microeconomics. Under a cap-and-trade system, a regulator sets an overall limit, distributes or auctions permits, and allows firms with different abatement costs to trade them; exchange prices then reflect the marginal value of permission to operate or emit. This flexibility can achieve a policy target at lower total cost than uniform requirements while generating information about scarcity and incentives to reduce emissions. Effectiveness depends on monitoring, enforcement, market design, and the credibility of the cap.
