1.10: 実証経済学と規範経済学

実証経済学と規範経済学は、経済分析で使用される 2 つの基本的なアプローチであり、それぞれ異なる目的を果たします。 

実証経済学は、価値判断や意見を取り入れずに、経済現象をあるがままに記述および説明することに重点を置いています。これは、観察可能なデータと経験的証拠に基づく事実の記述と客観的な分析を扱います。たとえば、観察された結果のみに基づいて、最低賃金の引き上げが雇用レベルに与える影響を分析する場合があります。

一方、規範経済学は、経済において何があるべきか、または望ましいかについて価値判断を行い、意見を表明します。主観的な評価を扱い、経済政策または結果に関する意見や推奨事項を述べます。たとえば、たとえ失業につながるとしても、最低賃金の引き上げは労働者の公正な賃金を確保するために必要であると主張する場合があります。

実証経済学と規範経済学の決定的な違いは、経済問題を分析するアプローチにあります。実証経済学は、事実の客観的な分析に重点を置いています。対照的に、規範経済学には主観的な判断と価値に基づく評価が含まれます。どちらのアプローチも、経済的意思決定と政策立案に情報を提供する上で重要な役割を果たします。 

経済学には2つの基本的な分野があります。それらは肯定的で規範的な経済学です。

ポジティブ・エコノミクスとは、客観的な言明を述べ、その正しさや誤りを検証し、証明することです。経済で何が起こっているのかを説明し、事実と因果関係に焦点を当てています。それを研究することで、証拠とデータに基づいた説明が得られます。

例えば、リンゴの価格が上がれば、人々はリンゴを買う量が減ります。これは、確認できる事実の説明を提供するため、肯定的な経済学の声明です。

一方、規範的経済学は主観的な言明を扱い、経済がどうあるべきか、またはどのような政策措置を推奨すべきかについての価値判断を表現します。

価値観に基づいた意見を述べ、経済状況における慎重で倫理的な意思決定を促すことで、選択肢を提供します。

例えば、政府は個人消費を増やすために減税すべきです。このステートメントには、政府が取るべき行動を表現する価値判断が含まれ、規範的なステートメントになります。

規範的経済学とポジティブ経済学の組み合わせは、情報に基づいた意思決定のための効果的な政策立案を導きます。
