Regulatory Cost Verification

Regulatory Cost Verification is the systematic review of engineering project costs to determine whether they comply with applicable laws, standards, contracts, and funding requirements. The process compares estimates, invoices, labor records, material quantities, and allocation methods with approved cost categories, rate limits, and documented project scopes, while preserving an auditable trail for each decision. Engineers, regulators, and project managers use this verification to identify unsupported charges, prevent cost overruns, and improve the reliability of financial reporting. It is especially important in public infrastructure, regulated utilities, construction, and safety-critical projects, where transparent cost evidence supports approvals, audits, procurement decisions, and responsible use of resources.
