限界外部費用とは、商品またはサービスが 1 単位以上生産または消費されるときに第三者に課される追加費用です。これらの費用は、生産者または消費者ではなく、市場交換の外部の他者が負担します。

限界外部利益とは、商品またはサービスが 1 単位以上生産または消費されるときに第三者が受け取る追加利益です。これらの利益は、生産者または消費者ではなく、市場交換の外部の他者が受け取ります。

社会的費用には、私的費用と外部費用の両方が含まれます。これらは、商品またはサービスの生産または消費によって社会に生じる総費用を表します。

社会的費用 = 私的費用 + 外部費用

たとえば、発電所は発電中に汚染物質を排出します。私的費用には燃料と労働力が含まれ、外部費用には汚染によって悪影響を受ける住民の医療費が含まれます。

社会的利益には、私的利益と外部利益の両方が含まれます。これらは、商品またはサービスの生産または消費によって社会に生じる総利益を表します。

社会的利益 = 私的利益 + 外部利益

たとえば、企業が従業員研修プログラムを提供します。私的利益には生産性の向上が含まれ、外部利益には従業員が将来の雇用主にもたらすスキルが含まれます。

プライベートコストとベネフィットは、取引に直接関与する個人または企業に対する財務上の影響です。

しかし、製品の追加ユニットが生産または消費されると、これらの活動は、直接の当事者を超えてコストまたは利益を生み出し、取引に直接関与していない他の人々に影響を与える可能性があります。これらは、それぞれ外部限界費用と利益として知られています。

外部限界費用は第三者に課せられる追加の負担であり、外部限界利益は取引の外部の誰かが得る追加の利益です。

これらの外部性、または第三者への影響を考慮に入れると、社会的コストと便益の概念が浮かび上がります。

社会的コストは、直接の参加者が負担する私的コストと他者に影響を与える外部限界費用を統合し、社会に対する総経済的負担を表します。

同様に、社会的利益は、私的利益と外部限界利益を組み合わせて、社会への総経済的利益を反映しています。

私的コストと社会的コストと便益の区別は、外部性が市場の非効率性にどのようにつながるかを理解するために使用されます。
