Pre-conventional Level

The pre-conventional level is the earliest stage in Lawrence Kohlberg’s theory of moral development, in which individuals judge right and wrong primarily by their personal consequences rather than by social expectations or abstract principles. Moral reasoning operates through obedience to avoid punishment and instrumental exchange, where actions are evaluated according to rewards, benefits, or reciprocal help. Common in young children but not limited to childhood, this level provides a framework for studying how people develop moral judgment, respond to authority, and interpret fairness. It also helps psychologists assess changes in ethical reasoning across development and educational or social contexts.
